I believe that the default key to do this is ']' - but check in your key bindings. Once you have changed hot bars you can drag/drop items, spells, etc to the bar like you want. Then when you change spec you just load the addon and imporrt the profile for the spec you're in and all your bars/binds/macros are exactly as you want them to be with a few button presses.
